Foundation repair in Lindale, TX

Lindale is growing fast, and its city code has three lines worth knowing before a foundation job: who the building official is, what remodel permits cost, and when foundation damage makes a building substandard.

Lindale sits about 13 miles from downtown Tyler by road, and it is filling in fast. The Census counted 6,059 people in 2020 and estimates 7,385 for July 2025, a rise of about 23% from its 2020 base. Here is what Lindale’s code, the Census and the Smith County soil survey say about a foundation job in town.

How new is Lindale’s housing?

Much of it is recent. Of Lindale’s 2,839 housing units, 45.9% were built in 2000 or later and 28.7% before 1980, according to Census estimates for 2020 to 2024. The median home dates from 1995, but that figure has a margin of error of 11 years, so treat it as rough.

Among homes built from 2000 on, the 2000s lead with 717 units, followed by 470 in the 2010s and 115 from 2020 on. Owners live in 65.0% of occupied homes. The median owner-occupied value, $272,800, is the highest town median on this site, though its margin of error is also wide, at $51,945.

Two kinds of houses bring two kinds of questions. For the 816 homes built before 1980, ask what repairs came before and who did them. For a house from the 2000s or 2010s, check whether a builder’s warranty still applies before you pay for anything. Either way, measurements come before a repair plan.

Which Lindale permit fits a foundation job?

Lindale’s code does not name foundation repair, so ask the city how it classes the job before work starts. If it counts as residential remodel work, section 150.31 sets the fee at $0.25 per square foot with a $100 minimum. The Director of Community Development serves as Lindale’s Building Official.

Lindale adopted the 2021 International Residential Code by Ordinance 01-2023, passed April 4, 2023. Its local changes touch several sections of that code. None of them is R105, the section on permits and exemptions, so the model code’s permit rules appear to apply as written. The Building Official “shall not issue a building permit until the appropriate fee for the permit has been paid.”

For comparison, the same fee section charges $0.20 per square foot for a new home and $0.05 per square foot for a residential roof, each with a $100 minimum, and $40 for fences and patios. We could not reach the Community Development Department’s own web page, because the city website timed out, so start with City Hall at 105 Ballard Drive, (903) 882-3422.

When does Lindale call a building substandard?

When its condition crosses limits set in the code, and a damaged foundation is one of them. Lindale’s section 156.16 lists this condition: “The foundation or the vertical or horizontal supporting members are 25% or more damaged or deteriorated.” It is a test of a building’s condition, not a guide to how a foundation should be repaired.

How would anyone know the damage is 25%? Only by measuring. If you own or are buying a Lindale house with serious foundation damage, an independent structural engineer’s report, usually $300 to $800, gives you numbers instead of guesses. Is Lindale near the Sabine River bottoms?

The county soil survey ties Lindale to them. Its example profile of Gladewater clay, a cracking clay that floods often, was described near Lindale. The survey says the Gladewater-Estes soils along the Sabine River are not suited to crops or urban uses, because of the frequent flooding and the wetness.

Gladewater clay, frequently flooded, covers about 1.9% of Smith County, on wide flood plains along the Sabine in the western part of the county. The survey lists flooding, shrink-swell and wetness as severe limits for building on it. When it dries out, according to the official series description, cracks 1/2 to 2 inches wide open to more than 20 inches deep.

The uplands are different ground. The survey says the Carrizo Sand in the northwestern part of the county carries mostly Oakwood, Pickton and Wolfpen soils, and it calls the Wolfpen-Pickton group “suited to most urban uses.” These are county-level descriptions, not a test of any lot. If yours sits low near a creek or the river, ask City Hall about flood zones first.

Who handles a water leak in Lindale?

We could not confirm the name or phone number of Lindale’s water utility, because the city’s website timed out on every page we tried. Start with City Hall at (903) 882-3422 and ask who handles leak adjustments on a water bill. A licensed plumber should fix the leak itself; save the invoice.

Before you hire anyone

Check the company yourself

Texas does not license foundation repair companies. Bills to create a license passed the Senate in 2011 and died in the House, and a second attempt in 2013 also failed (SB 1399, HB 613). So the checks that matter are yours to make. Each takes a few minutes.

  1. Ask who the engineer is. The Texas engineering board says working out why a foundation moved, or recommending how to repair it, is the practice of engineering (Advisory Opinion 43). Get the engineer's name and look up the license on the state roster.
  2. Check the plumber's license. If the job includes a plumbing test or a leak repair, the plumbing has to be done under a licensed plumber. Look the license up with the Texas State Board of Plumbing Examiners.
  3. Read the warranty before you sign. Get it in writing, see whether it transfers when you sell, and find the clauses that void it. Watering and plumbing conditions are the ones homeowners most often learn about too late.
  4. Ask who pulls the permit. Most cities here charge a permit fee for repairs, and Canton names foundation repair in its fee schedule. Unincorporated county land has no building permit at all. Our permit guide lists each office.
  5. Keep the paperwork. If a job goes wrong, Texas law makes you give the company written notice at least 60 days before you sue under the Deceptive Trade Practices Act (Bus. & Com. Code §17.505). Estimates, contracts, photos and emails are your record.

Lindale’s neighbors: Hideaway, Tyler and Canton

Hideaway shares Lindale’s 75771 ZIP code but is its own city, and it has no employees: the city says the Hide-A-Way Lake Club handles all management. Its website has no building permit page. The Census counted 3,201 people there in 2020, and 94.2% of its occupied homes are owner-occupied. Ask the club about its rules before any foundation work.

Tyler, about 13 miles from Lindale by road, charges for repair permits by the square foot plus a plan check fee. Canton, in Van Zandt County, sets a $50 permit fee for foundation repairs that come with an engineer’s design.

The Sabine River floodplain holds Gladewater clay, which cracks when dry and which the survey calls unsuited to urban uses. These are county maps, not a test of your lot.

I live in Hideaway. Who sets the building rules?

The City of Hideaway says it has no employees and that the Hide-A-Way Lake Club handles all management. The city’s website has no building permit page. So ask the club what it requires before foundation work, including whether it wants plans or an engineer’s letter, and get its answer in writing.
